Pool and spa wiring safety: what Montreal owners should know

The cover comes off the pool in early May. The spa gets drained, scrubbed and refilled. The pump comes out of the shed, someone finds the extension cord, and by the long weekend the backyard is running again.
Montreal’s swimming season is short, so the opening tends to happen fast. Electricity around water is the one part of it that deserves to happen slowly. The rules that govern pool and spa wiring are among the strictest in the electrical code, and they are strict for a simple reason: near water, mistakes that would be minor anywhere else become dangerous.
Here is what those rules are actually doing, and what a proper inspection looks at before the first swim.
Why water does not forgive
Dry skin resists electrical current fairly well. Wet skin barely resists it at all. A person standing in water is also perfectly connected to the ground, which means their body can complete a circuit that would go nowhere if they were dry and wearing shoes.
The result is that current levels far too small to trip an ordinary breaker can be serious in a pool. A small leak of electricity into the water may not be felt on a quick touch, but it can be enough to keep a swimmer’s muscles from responding. That is why pool wiring is not judged by the standards of ordinary house wiring. It is judged by what water does to a human body.
Grounding and bonding are two different jobs
The two terms get used interchangeably. They should not be.
Grounding gives fault current a way back to the panel. If a live wire contacts the metal housing of a pump, grounding is the path that carries that current home and forces the breaker to open. Without it, the housing simply sits there energized, waiting for someone to touch it.
Bonding does something different. It connects all the metal parts around the pool together: the ladder, the handrail, the pump housing, the heater, the metal wall of an above-ground pool, even the reinforcing steel in a concrete deck. Bonded together, they all sit at the same electrical potential. Current moves through a body only when there is a difference in potential between two points a person can touch at the same time. Bonding removes the difference.
A pool can be properly grounded and still poorly bonded. Corrosion can quietly undo a bonding connection that was correct the day it was installed. This is one of the first things an electrician checks, and one of the last things an owner can judge by eye.
Ground fault protection: the device that watches
Circuits serving pools, spas and their equipment call for ground fault protection. The device compares the current flowing out on one wire with the current returning on the other. Those two should always match. When they do not, some current is leaking somewhere it should not be: through damp insulation, through a failing pump winding, possibly through water or a person. The device cuts the power in a fraction of a second, at leakage levels far below anything a standard breaker would notice.
Two habits make this protection real rather than theoretical. First, press the test button at the start of the season, then monthly while the pool is open. A ground fault device that no longer trips is just a breaker. Second, take repeated tripping seriously. A device that trips every few days is not being oversensitive. It is reporting a leak, and the usual suspects are moisture in a connection or a pump motor on its way out.
The pump, the spa and everything that plugs in
A pool pump runs for hours a day, outdoors, from May to September. That is a demanding life for a circuit, and it deserves its own. A pump sharing a circuit with the patio lights is a recipe for nuisance tripping.
The receptacle matters too. An outdoor receptacle near a pool needs a weatherproof cover designed to stay closed while a cord is plugged in. And the extension cord that got the pump running on opening weekend is not a wiring method. A cord crossing a wet patio, passing through a window or sleeping just under the mulch is a temporary shortcut that has become a permanent hazard.
Spas raise the stakes. A spa pack combines a heating element, a pump and controls, and the heater makes it one of the larger loads in a house. Adding one is first a load calculation for your panel, then a dedicated circuit and a disconnect within sight of the equipment. If the spa was already there when you bought the home, it is worth confirming those pieces exist.
One more thing: in Quebec, electrical work is not a do-it-yourself category. It must be done by a licensed electrical contractor. Around water, that rule is working in your favour.
What an inspection covers
A pool and spa electrical inspection is not mysterious. Ours covers:
- Bonding: continuity between the metal parts around the water, and the condition of every connection after winter.
- Ground fault protection: present on the right circuits, and tripping properly when tested.
- Receptacles: placement, condition and covers.
- The pump circuit: dedicated, correctly sized, connections tight and dry.
- Visible wiring: insulation, supports, and any run damaged by ice, sun or shovels.
- The panel: breaker condition, signs of overheating, and capacity if a spa or heater has been added.
- Legacy work: anything a previous owner improvised that the code would not recognize.
Older installations deserve particular attention. A pool wired decades ago may predate modern ground fault requirements entirely, and it will not upgrade itself.
